Establishes the affordable homeownership special plate and fund.
History
The Arizona Department of Transportation (ADOT) is required to issue or renew special license plates in lieu of regular license plates under specified conditions and procedures (A.R.S. § 28-2403). A $25 fee is required for each original and each annual renewal of special plates, with some exceptions (A.R.S. § 28-2402). Special license plates currently being offered include Arizona State University, Purple Heart, Child Abuse Prevention, Historic Plate. ADOT currently offers over 60 special license plates.
Provisions
1. Directs ADOT to issue an affordable homeownership special plate, if by December 31, 2019 a person pays $32,000 for implementation. (Sec. 3)
2. Requires the person who paid the $32,000 to design the plate, subject to ADOT approval. (Sec. 3)
4. Establishes the affordable homeownership special plate fund, administered by the Director of ADOT. (Sec. 3)
5. Requires that, of the $25 fee required to obtain and renew a special plate, $8 is an administrative fee and $17 is an annual donation. (Sec. 3)
6. Requires that the $8 administration fee be deposited into the state highway fund and the $17 annual donation be deposited into the affordable homeownership special plate fund. (Sec. 3)
7. Requires the first $32,000 in the affordable homeownership special plate fund to be reimbursed to the person who paid the implementation fee. (Sec. 3)
8. Requires no more than 10% of monies deposited annually in the affordable homeownership special plate fund to be used for administering of the fund. (Sec. 3)
9. States that monies in the affordable homeownership special plate fund are continuously appropriated. (Sec. 3)
10. Requires the Director of ADOT to annually allocate monies in the affordable homeownership special plate fund, excluding administrative fees, to a charitable organization that meets all of the following:
a. Seeks to bring people together to build homes, communities and hope;
b. Focus on providing shelter;
c. Advocates for affordable housing;
d. Promotes dignity and hope; and
e. Supports sustainable and transformative development. (Sec. 3)
11. Directs the State Treasurer, upon the notice of the Director of ADOT, to invest and divest monies in the affordable homeownership special plate fund.
a. Requires monies earned from investments to be credited to the fund. (Sec. 3)
12. Contains a delayed effective date of October 1, 2019. (Sec. 8)
13. Makes technical and conforming changes. (Sec 1-2, 4-7, 9)
