Summary of the Strike-Everything Amendment to SB 1525

History

Concurrent coursework are courses at a community college or one of the State's universities in required or elective subjects that high school students may take to satisfy high school graduation requirements (A.R.S. § 15-901.07(F)).

Under the K-12 school finance formula, average daily membership (ADM) represents the total enrollment of fractional students and full-time students, minus withdrawals, of each school day through the first 100 days or 200 days in session, as applicable (A.R.S. § 15-901(A)(1)). A school district or charter school's ADM, when combined with its student funding categories, determines its weighted student count, and ultimately, its Basic State Aid formula funding entitlement (referred to as its Equalization Base) (A.R.S. §§ 15-943, 15-944, and 15-947).

A school district or a charter school may include students enrolled in concurrent coursework for the purposes of calculating average daily membership (ADM) if the school district has received approval from the state board of education or the charter school has received approval from its sponsor to offer concurrent coursework if certain conditions defined in statute are met (A.R.S. § 15-901.07(A)).

Currently, ADM for students enrolled in concurrent coursework must be based on the combined hours that the student is enrolled in at the school district or charter school and at the community college or the State university. Specifically, ADM is calculated by dividing the combined hours by 720. However, if the student participates in Arizona Online Instruction, ADM is calculated by dividing the combined hours by 900 (A.R.S. § 15-901.07(E)).

Provisions

1.       Requires ADM for classes at a community college or university be based on the community college or university credits earned by the student.

2.       Mandates that one-eighth ADM will be generated for each community college or university course in which three credits are earned.
