Summary of the Strike-Everything Amendment to SB 1526
Overview
Prohibits the discharge or use of class B firefighting foam that contains intentionally added PFAS chemicals for training or testing purposes.
History
PFAS are a group of manufactured chemicals used in a variety of industries and found in certain products, including firefighting foams. According to the U.S. Environmental Protection Agency (EPA), there is evidence that exposure to PFAS can lead to adverse health effects.

Provisions
1. Prohibits a person, local government or state agency from discharging or using class B firefighting foam that contains intentionally added PFAS chemicals for training or testing purposes, beginning January 1, 2020. (Sec. 1)
2. Exempts the discharge or use of class B firefighting foam for testing purposes if:
a. The discharge or use is otherwise required by law; and
b. The testing facility has implemented appropriate containment, treatment and disposal measures to prevent uncontrolled releases of firefighting foam into the environment. (Sec. 1)
3. Specifies that the prohibition does not restrict:
a. Manufacturing, selling or distributing class B firefighting foam that contains intentionally added PFAS chemicals; or
b. Discharging or using class B firefighting foam in emergency firefighting or fire prevention operations. (Sec. 1)
4. Defines class B firefighting foam, local government, PFAS chemicals and testing. (Sec. 1)
