Establishes the office of the Lieutenant
Governor.
History
The Arizona Executive Department consists of the Governor, Secretary of State, State Treasurer, Attorney General and Superintendent of Public Instruction. Each of these offices perform the duties prescribed in law (AZ. Const. Art. V § 1). In the event of the Governor's death, resignation, removal from office or permanent disability, the Secretary of State shall succeed the office of the Governor (AZ. Const. Art. V § 6).
Arizona is one of three states where the Secretary of State is the successor to the Governor. There are 4 states that have senate presidents as gubernatorial successors, 26 states that have a Lieutenant Governor who runs jointly with the Governor and 17 states where the Lieutenant Governor runs independently from the Governor (www.nlga.us).
Provisions
1. Includes the Lieutenant Governor in the Arizona Executive Department.
2. Requires each nominee for Governor to announce a Lieutenant Governor, who will run on the same ticket, no later than 60 days before the general election unless otherwise provided in statute.
3. Specifies that the name of the Lieutenant Governor shall appear on the ballot with or below the name of the Governor nominee that indicates that they are running on a ticket as joint candidates.
4. Stipulates that a single vote for the Governor nominee constitutes a vote for that nominee's ticket.
5. Specifies that for any winning candidate for Governor at a general election, that winning candidate's joint candidate for Lieutenant Governor is the winning candidate for Lieutenant Governor.
6. Mandates that the Lieutenant Governor will succeed the office of the Governor in the event of the Governor's death, resignation, removal from office or permanent disability.
7. States that in the event of the Lieutenant Governor's death, resignation, removal from office or permanent disability, the Governor shall appoint a person to serve as Lieutenant Governor, subject to the approval by a majority vote of both chambers of the Legislature.
8. Specifies that if a vacancy in the office of the Governor occurs with or during a vacancy in the office of the Lieutenant Governor then the Secretary of State, Attorney General, State Treasurer or Superintendent of Public Instruction shall, in the order of succession, succeed the office of the Governor.
9. States that the powers and duties of the Lieutenant Governor shall be prescribed by law.
10. Applies this proposition to the elections beginning for the term of office that begins in 2027.
11. Requires the Secretary of State to submit this proposition to the voters at the next general election.
