Lees Ferry bell; governmental mall
Purpose
Authorizes the construction of a Lees Ferry bell monument in the governmental mall.
Background
The Arizona Department of Administration (ADOA) has purview over all planning activities within the governmental mall. The governmental mall includes the area between 19th Avenue and 7th Avenue and Van Buren Street and Harrison Street (A.R.S. § 41-1362).
Upon legislative authorization of the construction of a monument, the ADOA reviews the concept of the monument. Upon approval of a concept, the proponents of the monument must enter into a contract with the ADOA specifying the design and location of the monument, listing the artists and contractors that will be employed and including the relevant financial information. Monuments and memorials must be completed within two years of legislative authorization. All fundraising for the design and construction of monuments and memorials is the sole responsibility of the proponents; the use of public funds for the design and construction of such monuments and memorials is prohibited (A.R.S. § 41-1363).
In 2018, the authority of the governmental mall was transferred from the Governmental Mall Commission to the ADOA (Laws 2018, Chapter 279 § 36).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Authorizes the ADOA to provide for the placement of a Lees Ferry bell monument in the governmental mall.
2. Prohibits the use of public monies for the costs of monument placement and specifies that all fundraising and contracts for the design and construction of the monument are the sole responsibility of the proponents of the monument.
3. Contains a delayed repeal date of October 1, 2022.
4. Becomes effective on the general effective date.
