CTEDs; fourth-year funding
Purpose
Adds students in grades 9 and those immediately in the school year following graduation to the calculation of student count and average daily membership (ADM) for career technical education districts (CTEDs).
Background
Joint technical education districts, now called CTEDs, were originally established in 1990 to deliver specialized vocational career and technical education courses to high school students. CTEDs and member school districts may allow any student to enroll in a CTED course or program without regard for age or high school graduation status.
However, only students in grades 10 through 12 who are enrolled in approved courses are eligible to be included in the student count and ADM for basic state aid funding. Students in grades 8 or 9 may be funded with local tax revenues.
Currently, students in grades 10 through 12, participating in a career and technical education course that meets at a centralized campus for at least 150 minutes may generate 0.75 ADM, apportioned between the student's corresponding school district and the CTED. Those students meeting for at least 150 minutes at a leased centralized campus may generate up to 0.75 ADM (A.R.S. § 15-393).
In FY 2012, JTEDs were prohibited from including students in grade 9 in their ADM counts (Laws 2011, Chapter 29). According to the Joint Legislative Budget Committee, this reduced state aid funding to JTEDs by $29,780,100, since students in grade 9 accounted for 26 percent of all ADM.
There may be a fiscal impact to the state General Fund as a result of allowing CTEDs to include more students in the calculation of ADM.
Provisions
1. Adds students in grade 9 and those students immediately in the school year following graduation, enrolled in CTED courses, to be included in the student count or ADM.
2. Further specifies the ADM, for those same students enrolled in a CTED course meeting for at least 150 minutes per class period at a centralized or leased centralized campus, will not exceed 0.75 ADM.
3. Requires the member school district and the CTED to determine the apportionment of the ADM and student enrollment for a student, that does not exceed 1.0 for either entity.
4. Prohibits funding for the same student for more than four years.
5. Restricts funding for students in grade 9 until they reach grade 10, at which time funding will be provided for the previous year, and any subsequent year they are eligible for funding as outlined.
6. Makes technical and conforming changes.
7. Becomes effective on the general effective date.
