appropriations; area agencies on aging
Purpose
Appropriates $2,739,326 annually until FY 2022 to the Department of Economic Security (DES) for area agencies on aging (AAAs) to provide home and community-based services.
Background
Current statute
authorizes DES and other state and local agencies to implement services that
enable older Arizonans to maintain their independence and freedom, avoid
institutional care and live in dignity by providing nonmedical home and
community-based care including: 1) case management; 2) assessment of functional
impairment; 3) home care; 4) housekeeping and chore services; 5) home health
aide; 6) personal care; 7) visiting nurse services; 8) adult day care;
9) respite care; and 10) home delivered meals (A.R.S.
§ 46-191).
According to DES, an AAA is a public or private nonprofit agency that helps older Arizonans (DES). The DES Division of Aging and Adult Services contracts with AAAs to provide and coordinate services at the local level that advocate for older adults and offer information on programs, options and community supports. Services may be funded through the U.S. Department of Health and Human Services, U.S. Administration for Community Living, U.S. Office of Refugee Resettlement, U.S. Department of Labor and the state General Fund (GF).
S.B. 1107 appropriates $2,739,326 from the state GF in FY 2020, FY 2021 and FY 2022.
Provisions
1. Appropriates $2,739,326 from the state GF in FY 2020, FY 2021 and FY 2022 to DES for AAAs to provide nonmedical home and community-based services to waitlisted seniors.
2. Exempts the appropriations from lapsing.
3. Prohibits the appropriations from supplanting any other legislative appropriations for AAAs.
4. Becomes effective on the general effective date.
