Purpose

            Expands the statutory definition of equipment as it relates to the regulation of games of bingo.

Background

            Bingo means a game of chance in which a prize is awarded to a player who obtains a designated pattern or sequence of numbers or symbols on a card that is the same as the pattern or sequence of numbers or symbols selected at random. Persons 18 years of age or older may participate in games of bingo hosted by lawful licensees for cash prizes (A.A.C. R15-7-201).

            The game bingo is legal to play in Arizona for recreational purposes or to allow certain types of nonprofit organization fundraising. Equipment used in playing bingo and the method of play must be such that each card has an equal opportunity to be a winner. The Arizona Department of Revenue Bingo Section is responsible for licensing, enforcement and regulation relating to games of bingo (A.R.S. Title 5, Chapter 4).

            There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.      Defines equipment as the receptacle and numbered objects drawn from it by any means, the master board upon which such objects are placed as drawn, the cards or sheets bearing numbers or other designations to be covered and the objects used to cover them, the board or signs, however operated, used to announce or display the numbers or designations as they are drawn, the public address system and all other articles essential to the operation, conduct and playing of bingo.

2.      Becomes effective on the general effective date.
