FACT SHEET FOR S.B. 1224

 

ASDB; enterprise fund; use

Purpose

            Allows the Board of Directors (Board) for the Arizona State Schools for the Deaf and the Blind (ASDB) to use monies from the Enterprise Fund for costs outside of facility operations.

Background

            The ASDB was founded in 1912 and currently serves over 2,000 children who are blind, visually impaired, deaf, hard of hearing or deafblind from birth through grade 12. Currently, the ASDB operates two schools for the deaf, one school for the blind and a statewide birth-to-three early childhood and family education program (A.R.S. § 15-1321).

            The Board consists of 11 appointed members and brings actions and proceedings necessary to protect the interests of the ASDB. For the benefit of the ASDB, the Board is the trustee for all donations, monies and other things of value. Current statute requires the Board to maintain an Enterprise Fund consisting of retained fees, rentals and other charges received for the use of school facilities for non-school events. Monies in the Enterprise Fund may be used only to pay costs associated with operating facilities for the purposes for which the monies were received (A.R.S. § 15-1323).

            According to JLBC, as of FY 2019 the Enterprise Fund has an estimated balance of $617,000 (FY 2020 Baseline Book).

            There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.      Allows the ASDB Board to use Enterprise Fund monies for costs outside of facility operations.

 

2.      Makes technical changes.

 

3.      Becomes effective on the general effective date.
