AMENDED
Diné college; appropriation
Purpose
Appropriates $1,000,000 from the state General Fund (GF) in FY 2020 to the Governor's Office on Tribal Relations (GOTR) for distribution to Diné College for remedial education.
Background
The GOTR supports tribal nations and communities by assisting state agencies with implementing tribal consultations and outreach activities. Tribal nations must approve the establishment of programs on tribal lands (A.R.S. § 41-2051).
In 1968, Diné College was established as the first tribally-controlled and accredited collegiate institution in the United States. With a student enrollment of 1,465, Diné is under the direction of an eight-member Diné College Board of Regents (DCBOR) appointed by the Navajo Nation president.
S.B. 1266 appropriates $1,000,000 from the state GF in FY 2020 to support the remedial education of Diné College students.
Provisions
1. Appropriates $1,000,000 in FY 2020 from the state GF to the GOTR for distribution to the DCBOR for remedial education of students who:
a) graduated from an Arizona public high school; and
b) are currently enrolled in classes at a Diné College campus in Arizona.
2. Requires the GOTR and the DCBOR to establish an agreement, before monies are distributed, that the DCBOR will report and analyze the course completion rate of students receiving remedial education during the 2019-2020 academic year.
3. Requires the DCBOR to submit the report by October 15, 2020, to the Governor, the Speaker of the House of Representatives, the President of the Senate and the Secretary of the State.
4. Becomes effective on the general effective date.
Amendments Adopted by the Appropriations Committee
· Decreases, from $2,000,000 to $1,000,000, the appropriation from the state GF in FY 2020.
