CTEDs; ADM; dual enrollment
Purpose
Prescribes requirements for career technical education district (CTED) students to generate fractional average daily membership (ADM).
Background
CTEDs are specialized school districts designed to deliver career and technical education course offerings to secondary students in cooperation with school districts and charter schools. Only students in CTEDs who are in grades 10 through 12 (CTED students) are eligible for basic state aid funding (A.R.S. § 15-393).
Under the school finance formula, students are counted using ADM, which is the total enrollment of fractional and full-time students, minus withdrawals, of each school day through the first 100 days of the school year (A.R.S. § 15-901). CTED students at a centralized or leased centralized campus may generate ADM any day of the week, at any time between July 1 and June 30.
A CTED may own or lease a centralized campus to offer CTED programs or career technical education courses. Current statute prescribes that a CTED student at a centralized campus who is enrolled in a course that meets for at least 150 minutes per class period generates 0.75 ADM, and prohibits a CTED student at a leased centralized campus with the same enrollment from generating more than 0.75 ADM. A CTED student who does not meet either requirement generates 0.25 ADM for each course. A student enrolled in both a school operated by a school district and a CTED may generate a total of 1.75 ADM, with no more than 1.0 ADM apportioned to one school (A.R.S. § 15-393).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
Centralized Campus (retroactive to January 1, 2018)
1. Prescribes that a CTED student at a centralized campus generates:
a) 0.5 ADM, if the student is a part-time CTED student who is enrolled in an instructional program of one or two courses that meet for at least 300 hours; or
b) 1.0 ADM, if the student is a full-time CTED student who is enrolled in one or more courses that meet for at least 600 hours.
2. Requires ADM for a student at a centralized campus to be calculated by dividing the instructional hours as reported in the student information system by 600 hours, with the following exceptions:
a) between 150 hours and 299 hours equals 0.25 ADM;
b) between 300 hours and 449 hours equals 0.5 ADM; and
c) between 450 hours and 599 hours equals 0.75 ADM.
3. Specifies that a CTED at a centralized campus and the member school district determine the apportionment of ADM, with no more than 1.0 ADM apportioned to one entity.
4. Specifies that a student in an approved CTED centralized program at a centralized campus may generate up to 1.0 ADM on any day of the week and at any time between July 1 and June 30.
Leased Centralized Campus (retroactive to January 1, 2018)
5. Prescribes that a CTED student at a leased centralized campus generates:
a) 0.25 ADM if the student is a part-time CTED student enrolled in an instructional program of one course meeting for at least 150 hours;
b) 0.5 ADM if the student is a part-time CTED student enrolled in an instructional program of one or two courses combined meeting at least 300 hours;
c) 0.75 ADM if the student is a part-time CTED student enrolled in an instructional program between one and three courses combined meeting for at least 450 hours; and
d) 1.0 ADM if the student is a full-time CTED student enrolled in one or more courses that meet for at least 600 hours.
6. Requires ADM for a student at a leased centralized campus to be calculated by dividing the instructional hours as reported in the student information system by 600 hours, with the following exceptions:
a) between 150 hours and 299 hours equals 0.25 ADM;
b) between 300 hours and 449 hours equals 0.5 ADM; and
c) between 450 hours and 599 hours equals 0.75 ADM.
7. Sets, rather than caps, the ADM for a CTED student at a leased centralized campus enrolled in a course that meets for at least 150 minutes per class period at 0.75 ADM.
8. Specifies that a student in an approved CTED centralized program at a leased centralized campus may generate up to 1.0 ADM on any day of the week and at any time between July 1 and June 30.
Miscellaneous
9. Prescribes, retroactive to January 1, 2018, that a student enrolled in a career technical education course generates 0.25 ADM for every five community college credits.
10. Expands the class status requirements for dual enrollment admission to a community college to all high school students, rather than only junior and senior students.
11. Makes technical and conforming changes.
12. Becomes effective on the general effective date, with retroactive provisions as noted.
Amendments Adopted by Committee
1. Expands the hour range for a CTED student to generate 0.25 ADM from between 150 hours and 249 hours to between 150 hours and 299 hours.
2. Requires ADM for a CTED student at a leased centralized campus to be calculated by dividing the instructional hours as reported in the student information system by 600 hours, with outlined hour range exceptions.
3. Sets, rather than caps, the ADM for a CTED student at a leased centralized campus enrolled in a course that meets for at least 150 minutes per class period at 0.75 ADM.
4. Specifies that a CTED at a centralized campus and the member school district determine ADM apportionment, capped at 1.0 for one entity.
