peace officers memorial board; continuation

Purpose

            Extends the termination date of the Arizona Peace Officer's Memorial Board (Board) for eight years.

Background

            The Board was created by the Legislature in 1986 (A.R.S § 41-1829). The purpose of the Board is to 1) add to the Arizona Peace Officers Memorial (Memorial), at least annually, the names of all members of the law enforcement community in Arizona who have lost their lives in the line of duty and provide for a dedication ceremony which commemorates the addition of their names; 2) plan and provide for the maintenance of the Memorial; 3) report annually to the President of the Senate and the Speaker of the House of Representatives on the progress of the Memorial; and 4) determine those persons who are eligible for the tuition waiver pursuant to A.R.S. § 15-1808 and report the determination to the Arizona Board of Regents or to the State Board of Directors for Community Colleges, as applicable (A.R.S. § 41-1829.01).

Members of the Board include 1) the Attorney General (AG) or the AG's designee who shall serve as permanent chairman; 2) the Director of the Department of Public Safety or the Director's designee; 3) the Director of the state Department of Corrections or the Director's designee; 4) the Executive Director of the Arizona Criminal Justice Commission or the Executive Director's designee; and 5) 11 members appointed by the chairman, including members from different law enforcement agencies (A.R.S. § 41-1829).

            There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.      Extends until July 1, 2027, retroactive to July 1, 2019, the termination date of the Board.

2.      Makes a technical change.

3.      Becomes effective on the general effective date, with the retroactive provision as noted.
