SUBJECT: Strike everything amendment to S.B. 1436, relating to civil war union veterans memorial
Purpose
Establishes a memorial commemorating Civil War Union Veterans in Wesley Bolin Plaza.
Background
A monument or memorial may be placed in Wesley Bolin Plaza if a prior legislative act authorizes the monument or memorial. After legislative authorization, statute requires: 1) the proponents for the monument or memorial to submit a design concept to the Arizona Department of Administration (ADOA); 2) ADOA to review the concept and determine the most appropriate location for the monument or memorial; 3) that after recommendations from the Historical Advisory Commission, ADOA will approve the final design, location and minimum deposit amount; 4) the proponents to enter into a contract with ADOA prior to construction; and 5) an approved monument or memorial to be completed within two years after the effective date of the legislative act authorizing the monument or memorial. All fund-raising for artistic design and construction are the sole responsibility of the proponents (A.R.S. § 41-1363).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Authorizes ADOA to provide for the placement in Wesley Bolin Plaza of a memorial dedicated to the commemoration of Civil War Union Veterans.
2. Prohibits the use of public monies for the costs of the memorial and prohibits Arizona from facilitating fund-raising or establishing a state fund for the deposit of monies.
3. Assigns responsibility for all fund-raising, contracts for artistic design and memorial construction to the proponents.
4. Repeals this authority on October 1, 2022.
5. Becomes effective on the general effective date.
