Purpose
Requires every power-driven watercraft to be equipped with a functional sound-producing device.
Background
Title 5, Chapter 3, Arizona Revised Statutes, regulates the operation of watercraft on all waterways in Arizona, excluding vessels owned by federal government agencies in performance of their official duties (A.R.S. § 5-302).
A watercraft is any boat designed to be propelled by machinery, oars, paddles or wind action upon a sail for navigation on the water, or as may be defined by rule of the Arizona Game and Fish Commission (A.R.S. § 5-301).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Requires every power-driven watercraft to be equipped with a functional device that produces audible sound for at least one-half nautical mile.
2. Specifies that a human voice does not meet the requirements for an audible sound device.
3. Becomes effective on the general effective date.
