Purpose
Establishes a five-year team-teaching pilot program (pilot program) for qualified student teachers. Appropriates $5,000,000 from the state General Fund to the Arizona Board of Regents (ABOR) in each of FY's 2020 through 2025 for the pilot program.
Background
The Arizona Constitution establishes ABOR as the governing entity for Arizona's university system which consists of Arizona State University (ASU), Northern Arizona University (NAU) and the University of Arizona (UA) (Ariz. Const. art. 11 § 5). Statute provides and defines ABOR’s general authority related to the universities, including fixing tuition rates and fees, establishing curricula, designating courses and prescribing student admissions qualifications to the universities (A.R.S. § 15-1626).

S.B. 1503 appropriates $5,000,000 from the state General Fund to ABOR in each of FY’s 2020 through 2025.
Provisions
1. Establishes a five-year pilot program conducted by ABOR to develop teams of educators with distributed expertise to deliver personalized learning that improves student experience and academic outcomes.
2. Appropriates $5,000,000 from the state General Fund to ABOR in each of FY's 2020 through 2025 for the pilot program.
3. Requires ABOR to:
a) select a teaching college at ASU, NAU or UA, with a total student enrollment of over 90,000 students, to host the pilot program;
b) use the appropriated monies to provide stipends, in an amount determined by ABOR, for student teachers participating in the pilot program;
c) establish application and selection procedures for students to apply to the pilot program;
d) limit the number of student teachers selected to participate in the pilot program to ensure the cost does not exceed the appropriated amount of the pilot program; and
e) partner with school districts and charter schools to place teams of student teachers in the classroom under the supervision of a lead certified teacher.
4. Requires ABOR to submit an annual report by December 15 to the Governor, the President of the Senate, the Speaker of the House of Representatives and provide a copy to the Secretary of State that includes the following information about the pilot program:
a) how the appropriated monies were used;
b) the outcomes of participating student teachers;
c) the number of participating student teachers;
d) the graduation rate of participating student teachers; and
e) the number of participating student teachers, if available, remaining in the teaching profession after graduation.
5. Allows ABOR to adopt policies and procedures to carry out the pilot program.
6. Repeals the pilot program on January 1, 2026.
7. Contains a legislative intent clause.
8. Becomes effective on the general effective date.
