(NOW: task force; towing safety; extension)
Purpose
Extends, from October 1, 2019, to January 1, 2020, the repeal date of the Towing Safety Task Force (Task Force).
Background
Current statute states that the Task Force must: 1) review the safety efficacy of existing towing laws; 2) receive data, reports and testimony regarding towing and roadside safety; 3) recommend driver education measures to improve driver awareness of existing laws and promote driving habits that emphasize roadside safety; 4) recommend policy proposals to improve towing safety in Arizona; 5) engage in any other related duties as determined by the task force members; and 6) submit a final report of its findings and recommendations to the Governor, the President of the Senate and the Speaker of the House of Representatives on or before December 31, 2018, and provide a copy of this report to the Secretary of State.
The Task Force consists of two members of the House of Representatives, two members of the Senate, the Director of the Department of Public Safety, two members who represent the towing industry, one member who represents a local law enforcement agency, and one at-large member. All Task Force positions are unpaid. The Legislature provides staff and support services to the Task Force. The Task Force may hold hearings that are open to the public, conduct fact‑finding tours and take testimony from witnesses who may assist the task force in fulfilling its responsibilities.
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Extends, from October 1, 2019, to January 1, 2020, the repeal date of the Task Force.
2. Requires the Task Force to submit a final report to the Governor, the President of the Senate and the Speaker of the House of Representatives on or before December 1, 2019.
3. Becomes effective on the general effective date.
