ARIZONA STATE SENATE

appropriations; direct services; referrals.
Purpose
Appropriates $2,500,000 to the Department of Health Services (DHS) for a family health pilot program and establishes program criteria.
Background
DHS is responsible for promoting, protecting and improving the health and wellness of individuals and communities in Arizona. Currently, DHS operates programs in the following areas: 1) disease prevention and control; 2) health promotion; 3) community public health; 4) environmental health; 5) maternal and child health; 6) emergency preparedness; 7) emergency services; and 8) regulation of childcare centers, assisted living centers, nursing homes, hospitals and other health care providers and institutions.
S.B. 1547 appropriates $2,500,000 from the state General Fund (GF) in FY 2020, 2021 and 2022 to DHS for a family health pilot program.
Provisions
1. Appropriates $2,500,000 from the state GF in FY 2020, 2021 and 2022 for a family health pilot program.
2. Directs DHS to distribute the appropriated monies in each FY to a nonprofit organization to implement a statewide system to provide direct services, support services and social services case management and referrals to parents of children under the age of two, including unborn children.
3. Requires the statewide system services be available to all Arizona residents.
4. Prohibits the appropriated monies from being used for abortion referral services or distributed to entities that promote, refer or perform abortions.
5. Requires the nonprofit organization that receives the monies to demonstrate:
a) experience in marketing and serving the eligible patient population; and
b) the ability to begin serving clients statewide within 60 days of receiving the monies.
6. States that the purpose of the statewide system is to:
a) encourage healthy childbirth;
b) support childbirth as an alternative to abortion;
c) promote family formation;
d) aid successful parenting; and
e) increase families' economic self-sufficiency.
7. Becomes effective on the general effective date.
