FACT SHEET FOR H.B. 2047

 

HURF distribution; cities, towns, counties

Purpose

            Appropriates $60,000,000 from the state General Fund (GF) in FY 2020 to the Arizona Department of Transportation (ADOT) to be distributed to counties, cities and towns for infrastructure.

Background

            ADOT is responsible for the design and construction of state public transportation systems and the maintenance and operation of state highways in Arizona (A.R.S. § 28-332).

            Highway construction in Arizona is funded by monies deposited into the State Highway Fund (SHF). The SHF consists of monies appropriated by the Legislature, monies distributed from the Highway User Revenue Fund and other local and federal sources (A.R.S. § 28-6991).

            H.B. 2047 appropriates $60,000,000 from the state GF in FY 2020 to ADOT.

Provisions

1.      Appropriates $60,000,000 from the state GF in FY 2020 to ADOT to be distributed as follows:

a)      $30,000,000 to counties to be allocated as follows;

i.        $1,500,000 to each individual county; and

ii.      the remainder of monies distributed based on each county's population; and

b)      $30,000,000 to cities and towns to be allocated as follows;

i.        $150,000 to each individual city or town; and

ii.      the remainder of monies distributed based on each city's or town's population.

2.      Requires ADOT to use the U.S. Census Bureau's 2017 population estimates for county, city and town populations.

3.      Requires appropriated monies to be used only for street and highway projects which include construction and maintenance.

4.      Becomes effective on the general effective date.
