Purpose
Transfers a virtual training simulator from the Yuma County Sheriff's Office to the Glendale Regional Training Academy.
Background
The Peace Officer Training Equipment Fund (Fund) was established in 2018 consisting of monies from surcharges from assessed fees charged by court-authorized diversion programs and a fee on every civil penalty imposed and collected for a civil traffic or criminal violation of the motor vehicle statutes. In 2018, the Legislature appropriated $2,300,000 from the Fund to the Department of Public Safety (DPS) for 10 virtual firing ranges, 3 virtual training simulators and related software. The 3 virtual training simulators were allocated to the Tucson Police Department, Pinal County Sheriff's Office and the Yuma County Sheriff's Office (Laws 2018, Chapter 312).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Transfers the appropriated virtual training simulator from the Yuma County Sheriff's Office to the Glendale Regional Training Academy.
2. Allows DPS to:
a) allow the delivery of virtual firing ranges, virtual training simulators and virtual firing range software purchases before sufficient monies are available from the Fund; and
b) pay for the equipment when monies are available from the Fund without paying interest on the outstanding balance.
3. Makes technical changes.
4. Becomes effective on the general effective date.
