appropriation; veterans' services; benefits counselors
Purpose
Appropriates $1,200,000 from the state General Fund (GF) in FY 2020 to the Department of Veterans' Services (DVS) for additional benefits counselors.
Background
The DVS assists veterans and their families in claiming privileges, rights and benefits they are entitled to under federal, state or local law. The DVS must: 1) inform veterans about federal, state and local laws enacted to benefit veterans; 2) collect information on available services and facilities; 3) cooperate with all government and private agencies receiving services for veterans; 4) conduct administrative reviews; and 5) adopt rules deemed necessary to perform statutory duties (A.R.S. § 41-603).
The FY 2020 DVS baseline includes $2,841,000 and 57 full-time equivalent positions from the state GF for veterans' benefit counseling (JLBC).
H.B. 2093 appropriates $1,200,000 from the state GF in FY 2020.
Provisions
1. Appropriates $1,200,000 from the state GF in FY 2020 to the DVS to hire additional benefits counselors.
2. Becomes effective on the general effective date.
