SUBJECT: Strike everything amendment to H.B. 2098, relating to appropriation; water districts; infrastructure; DCP
Purpose
Appropriates $20,000,000 from the state General Fund (GF) in FY 2020 to the Temporary Groundwater and Irrigation Fund (Fund).
Background
As part of the Drought Contingency Plan, the Legislature established the Fund consisting of legislative appropriations, groundwater withdrawal fees collected in the Pinal Active Management Area (AMA), grants from federal agencies and monies deposited by irrigation districts in the Phoenix AMA, Pinal AMA and Harquahala Irrigation Non-Expansion Area. The Legislature appropriated $7,000,000 from the state GF in FY 2019 to the Fund. The Fund is repealed on April 1, 2028 (Laws 2019, Chapter 1).
The strike-everything amendment to H.B. 2098 appropriates $20,000,000 from the state GF in FY 2020.
Provisions
1. Appropriates $20,000,000 from the state GF in FY 2020 to the Fund.
2. Reverts unencumbered monies on December 31, 2021, to the state GF.
3. Becomes effective on the general effective date.
