ARIZONA STATE SENATE
Fifty-Fourth Legislature, First Regular Session
memorial; Frances Munds; women suffrage
Purpose
Authorizes the construction of a Frances Willard Munds memorial in the Wesley Bolin Memorial Plaza.
Background
The
Arizona Department of Administration (ADOA) has purview over all planning
activities within the governmental mall, including the Wesley Bolin Memorial Plaza
(A.R.S.
§ 41-1362).
After legislative authorization of the construction of a monument, the ADOA reviews the concept of the monument. Upon approval of a concept, the proponents of the monument must enter into a contract with the ADOA specifying the design and location of the monument, listing the artists and contractors that will be employed and including relevant financial information. Monuments and memorials must be completed within two years of legislative authorization. All fundraising for the design and construction of monuments and memorials is the sole responsibility of the proponents; the use of public funds for the design and construction of such monuments and memorials is prohibited (A.R.S. § 41-1363).
In 2018, authority over the governmental mall was transferred from the Governmental Mall Commission to the ADOA (Laws 2018, Chapter 279).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
