HURF transfers; highway patrol; repeal
Purpose
Repeals the requirement that the Arizona Department of Transportation (ADOT) transfer monies from the Highway User Revenue Fund (HURF) to the Department of Public Safety (DPS).
Background
Since 2000, ADOT has been required to allocate and transfer up to $10,000,000 each fiscal year from HURF to DPS to fund a portion of highway patrol costs (A.R.S. § 28-6537). HURF consists of monies collected from driver license fees, vehicle title and registration fees, and other revenue sources related to highway use and vehicle operation. Monies collected in HURF are distributed to other funds, agencies and political subdivisions for construction, maintenance and public safety expenses relating to Arizona highways (A.R.S. §§ 28-6501 and 28-6991).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Repeals the requirement that ADOT must allocate and transfer monies from HURF to DPS to fund a portion of highway patrol costs.
2. Makes technical and conforming changes.
3. Becomes effective on the general effective date.
