military services special plates
Purpose
Allows women veteran special license plates to be designed with seven different military insignias.
Background
The Arizona Department of Transportation’s (ADOT) Motor Vehicle Division provides one license plate to every motor vehicle owner for each vehicle registered (A.R.S. § 28‑2351). ADOT is required to issue or renew special license plates in lieu of regular license plates under specified conditions and procedures (A.R.S. § 28-2403). The fee for obtaining or renewing a special license plate is $25 (A.R.S. § 28-2402). From the $25 fee, typically, $8 is an administration fee that ADOT deposits in the State Highway Fund (SHF) and $17 is considered a donation to the respective organization or charitable fund. ADOT currently offers over 60 special license plates.
The Veterans' Donation Fund (VDF) consists of donated monies, gifts and contributions to the Arizona Department of Veterans' Services (ADVS) and monies from certain veteran and honored military special plates. ADVS administers the VDF and may use VDF monies for the benefit of the veterans within Arizona as grants (A.R.S. § 41-608).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Requires ADOT to design six different women veteran special license plates that contain the following:
a) a logo design that is approved by the Director and available to any applicant, even if the applicant is not a veteran or a veteran's immediate family member;
b) a United States Army Seal;
c) a United States Navy Seal;
d) a United States Marine Corps Seal;
e) a United States Air Force Seal; and
f) a United States Coast Guard Seal
g) a Native American Code Talker Seal.
2. Specifies that each woman veteran special license plate must contain a red, white and blue design with the designation Women Veterans at the bottom of the plate.
3. Allows an applicant to select the women veteran special license plate with a military branch insignia if they either:
a) submit satisfactory proof to ADOT that they are a veteran; or
b) are the immediate family member of a person who has been issued a women veteran special plate.
4. Specifies that anyone who does not submit proof of veteran's status or is not an immediate family member of a person who has been issued a women veteran special license plate may only receive a women veteran special plate without a military branch insignia.
5. Makes technical and conforming changes.
6. Becomes effective on October 1, 2019.
