ARIZONA STATE SENATE

Purpose
Directs the Arizona Geological Survey to keep a database of mines in Arizona and requires municipal and certain county land use plans to include specified information.
Background
Current statute requires each municipality's planning agency and governing body to prepare and adopt, in coordination with the Arizona State Land Department, a comprehensive, long-range general plan for the development of the municipality. The general plan must include a statement of community goals and development policies, including maps and plan proposals (A.R.S. § 9-461.05).
The Arizona Geological Survey, under the operation, management and authority of the University of Arizona, provides geologic information and advice to state civil authorities regarding Arizona lands and mineral resources (A.R.S. § 27-106).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Requires a comprehensive long-range general land use plan adopted by a county with a population of more than 125,000 persons, or a city or town to include information on how to locate existing mines from the Arizona Geological Survey, consideration of existing mining operations and suitable geologic resources.
2. Requires the Arizona Geological Survey to keep an annually updated database of existing mines in Arizona that allows municipalities and counties to identify areas with mineral and aggregate mines for statutorily required planning purposes.
3. Makes technical changes.
4. Becomes effective on the general effective date.
