state veterans' homes

Purpose

Allows the Arizona Department of Veterans' Services (ADVS) to acquire property for the construction and operation of multiple veterans' home facilities throughout the state of Arizona rather than only a single facility in southern Arizona.

Background

ADVS is allowed to acquire property for the construction and operation of a veterans' home facility in southern Arizona (A.R.S § 41-603). ADVS is required to provide long-term care services and skilled nursing care to veterans' and their spouses in a veterans' home. Guidelines for admission and monetary charges to be paid are set by ADVS and homes must conform to certain federal requirements in order to receive federal financial assistance (A.R.S. § 41 603.01).

ADVS currently operates two veterans' home facilities in Arizona: one in Phoenix where the facility has 200 beds and one in Tucson where the facility has 120 beds. Monies were appropriated from the state General Fund in FY 2015 for the construction of a veterans' home facility in Yuma, and in FY 2017 for a facility in Flagstaff. The monies appropriated represent 35 percent of the estimated cost of each home with the federal government funding the other 65 percent (Joint Legislative Budget Committee).

            There is no anticipated fiscal impact to the state General Fund associated with this legislation.

Provisions

1.      Allows ADVS to acquire property for the construction and operation of multiple veterans' home facilities throughout the state of Arizona rather than only a single facility in southern Arizona.

2.      Makes technical and conforming changes.

3.      Becomes effective on the general effective date.
