1.    Specifies that an applicant for the title of a vehicle may submit a factory invoice or another form provided by the Arizona Department of Transportation (ADOT) in lieu of a manufacturer's certificate of origin (MCO).

2.    Removes the requirement that the Director of ADOT approve the alternative documentation that is to be submitted in lieu of an MCO.
