AN ACT

 

establishing the teacher school supplies grants pilot program; APPROPRIATING monies.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Teacher school supplies grants pilot program; requirements; report; delayed repeal

A.  The department of education shall conduct a one‑year teacher school supplies grants pilot program.  A teacher who is employed by a school district or charter school, who provides classroom instruction for at least three hours during a regular school day and who is selected by the department to participate in the pilot program is eligible for a grant of up to $200 to be used to purchase school supplies for use in the teacher's classroom.  The department shall establish application procedures for teachers who wish to apply to participate in the pilot program.  The department shall limit the number of teachers who are selected to participate in the pilot program to ensure that the cost of the pilot program does not exceed the amount appropriated.  The department shall select applicants to participate in the pilot program on a first‑come, first-served basis.

B.  On or before December 31, 2020, the department of education shall submit a report on the impact and effectiveness of the pilot program, including a summary of the department's findings and conclusions, to the governor, the superintendent of public instruction, the president of the senate and the speaker of the house of representatives.  The superintendent of public instruction shall provide a copy of this report to the secretary of state.

C.  The department of education may adopt policies and procedures to carry out the purposes of the pilot program.

D.  This section is repealed from and after February 15, 2021.

Sec. 2.  Appropriation; department of education; teacher school supplies grants pilot program

A.  The sum of $12,000,000 is appropriated from the state general fund in fiscal year 2019-2020 to the department of education for distribution to teachers who are selected to participate in the teacher school supplies grants pilot program as prescribed in this act.

B.  The department may retain up to five percent of the monies appropriated in subsection A of this section to administer the pilot program.
