Between lines 7 and 8, insert:
"B. If the director of water resources has received and deposited into the temporary groundwater and irrigation efficiency projects fund federal monies that total less than $20,000,000 as of December 31, 2025, monies from groundwater withdrawal fees collected beginning from and after December 31, 2026 in the Pinal active management area pursuant to section 45-611, subsection C, paragraph 3, Arizona Revised Statutes, and deposited into the Arizona water banking fund established by section 45-2425, Arizona Revised Statutes, may be transferred to the temporary groundwater and irrigation efficiency projects fund. The amount transferred from the Arizona water banking fund may not be more than the difference between the amount of federal monies actually received and deposited in the temporary groundwater and irrigation efficiency projects fund and $20,000,000. Notwithstanding any other law, the director shall reimburse the appropriation made in this subsection within forty-five days after receiving the full amount of federal monies prescribed by this subsection."
