SENATE AMENDMENTS TO S.B. 1160

Strike everything after the enacting clause and insert:

"Section 1.  Study committee on economic impact of commercial gaming; membership; duties; report; delayed repeal

A.  The study committee on the economic impact of commercial gaming is established consisting of the following members:

1.  Three members of the senate who are appointed by the president of the senate, not more than two of whom are members of the same political party.  The president of the senate shall designate one of these members to serve as cochairperson of the committee.

2.  Three members of the house of representatives who are appointed by the speaker of the house of representatives, not more than two of whom are members of the same political party.  The speaker of the house of representatives shall designate one of these members to serve as cochairperson of the committee.

3.  One representative from the governor's office, appointed by the governor.

B.  A majority of the members of the committee constitutes a quorum.

C.  The committee shall meet at any place deemed necessary or convenient by the cochairpersons and shall meet quarterly or more frequently as the cochairpersons deem necessary.

D.  The committee may use the services of legislative staff to provide necessary administrative and operational services.

E.  On request of the committee, an agency of this state or a political subdivision of this state shall provide the committee with its services, equipment, documents, personnel and facilities to the extent possible without cost to the committee.

F.  Committee members are not eligible to receive compensation, but the member who is appointed by the governor is eligible for reimbursement of expenses pursuant to title 38, chapter 4, article 2, Arizona Revised Statutes.

G.  The study committee may hold hearings, conduct fact‑finding tours and take testimony from witnesses who may assist the study committee in fulfilling its responsibilities.  All hearings of the study committee shall be open to the public.

H.  The study committee shall:

1.  Analyze the economic impact of commercial gaming in this state, including reasonable licensing, zoning and tax revenue in a county with a population of two million persons or more.

2.  Analyze the impact of bartop slot machines in licensed bars, beer and wine bars and private clubs, including consideration of the impact of city and county approval and taxing authority.

3.  Submit a report regarding the study committee's activities and recommendations for administrative or legislative action on or before December 15, 2019 to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.

I.  This section is repealed from and after September 30, 2020."
