AN ACT
amending Title 15, chapter 1, article 1, Arizona Revised Statutes, by adding section 15-120.01; relating to school access.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 15, chapter 1, article 1, Arizona Revised Statutes, is amended by adding section 15-120.01, to read:
15-120.01. Patriotic youth groups; school access; discrimination prohibited; definition
A. The principal of a public school may allow representatives from each patriotic youth organization a single opportunity each academic year to address students during regular school hours about how the patriotic youth organization supports educational interests and civic involvement. The single opportunity for each PATRIOTIC youth organization each academic year shall both:
1. Occur during the first quarter of each academic school year.
2. Not exceed ten minutes in duration.
B. A representative of a patriotic youth organization that intends to address students at a public school pursuant to subsection A of this section shall submit a verbal or written request to the principal during the first two weeks of the academic school year. After receiving the request, the principal may provide the representative of the patriotic youth organization with verbal or written approval that includes the date and time that the representative may address the students.
C. The principal shall ensure that materials provided by a patriotic youth organization and its representatives are distributed directly to students on school property throughout the academic school year to encourage student participation in the patriotic youth organization. The principal may request prior approval of the materials and may determine the method of distributing them directly to students.
D. A public school may not deny equal access or a fair opportunity to meet or to address students to, or discriminate against, any of the patriotic youth organizations that wish to conduct a meeting or to address students within that designated open forum or limited public forum, including denying such access or opportunity or discriminating for reasons based on the membership or leadership criteria or oath of allegiance to God and country.
E. For the purposes of this section, "patriotic youth organizations" means any of the following:
1. the groups or organizations listed in each of the following chapters of the United States Code as in effect on the effective date of this section and the state affiliates of these groups or organizations:
(a) 36 United States Code, subtitle II, part B, chapter 301.
(b) 36 United States Code, subtitle II, part B, chapter 309.
(c) 36 United States Code, subtitle II, part B, chapter 311.
(d) 36 United States Code, subtitle II, part B, chapter 709.
(e) 36 United States Code, subtitle II, part B, chapter 803.
2. A youth group or youth organization that is approved by both:
(a) The school district governing board or charter school governing body.
