AN ACT
amending section 15‑1650, Arizona Revised Statutes; amending Title 15, chapter 14, article 1, Arizona Revised Statutes, by adding section 15‑1809; appropriating monies; relating to postsecondary institutions.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Section 15-1650, Arizona Revised Statutes, is amended to read:
15-1650. Annual financial aid report
A. On or before December 1 of each year, the Arizona board of regents shall submit to the governor, the president of the senate, the speaker of the house of representatives and the joint legislative budget committee a financial aid report with information from the two prior fiscal years. The report shall provide information for each institution under the jurisdiction of the board, a comparison to peer institutions, and summary information for the entire university system.
B. The report shall separately delineate both full‑time resident undergraduate and full-time resident graduate students.
C. For each group identified in subsection B of this section, the annual financial aid report shall detail the following:
1. Cost of attendance, delineated by tuition rates, mandatory fees, room and board charges, book purchases and travel and related personal expenses.
2. Expected family contribution.
3. Gift aid, delineated by source type. Source types include federal, state, institutional and private.
4. Loans, delineated by subsidized amounts, unsubsidized amounts and amounts loaned to the parents of students.
5. Employment, delineated by program type. Program types include federal work-study, institutional work-study, graduate assistantships and outside work.
D. In addition to the requirements prescribed in subsection C of this section, the annual financial aid report shall include all of the following:
1. The number of tuition waiver scholarships awarded pursuant to section 15-1809.
2. The number of applicants for tuition waiver scholarships under section 15-1809.
3. The number of persons who received a tuition waiver scholarship under section 15-1809 but who did not complete the reserve officers' training corps program.
4. The number of persons who reimbursed the Arizona board of regents under section 15-1809, subsection D.
D. E. The Arizona board of regents and the staff of the joint legislative budget committee shall jointly determine the methodology and format of the report.
Sec. 2. Title 15, chapter 14, article 1, Arizona Revised Statutes, is amended by adding section 15-1809, to read:
15-1809. Tuition waiver scholarships; reserve officers' training corps program participants; requirements; definition
A. The Arizona board of regents shall provide a tuition waiver scholarship at any university under the jurisdiction of the Arizona board of regents to any person who meets both of the following conditions:
1. Participates in the reserve officers' training corps program at a university under the jurisdiction of the Arizona board of regents.
2. Demonstrates financial need. The Arizona board of regents shall adopt policies for demonstrating financial need pursuant to this paragraph.
B. A tuition waiver scholarship provided pursuant to this section may not be reduced by the amount of any other federal aid scholarships or public grants or any other public aid that person receives from or through the university at which the person is enrolled.
C. Notwithstanding subsection A of this section, if the Arizona board of regents determines in any year that there are insufficient monies available to offer a full tuition waiver scholarship to each person who receives a tuition waiver scholarship under this section, the Arizona board of regents shall distribute the available tuition waiver scholarship monies on a prorated basis.
D. If a person who receives a tuition waiver scholarship pursuant to this section does not successfully complete the reserve officers' training corps program, the person shall reimburse the Arizona board of regents for the total amount of the tuition waiver scholarship monies that the person received under this section.
E. If a person who receives a tuition waiver scholarship pursuant to this section is unable to successfully complete the reserve officers' training corps program, the Arizona board of regents shall establish a process for assessing the person's ability to repay the financial assistance received and shall determine on any terms of repayment. The Arizona board of regents shall establish a process for deferring completion of the reserve officers' training corps program or repayment based on factors adopted by the board.
F. A person who receives a tuition waiver scholarship pursuant to this section shall maintain a cumulative grade point average of at least 2.0 on a 4.0 scale, or the equivalent. If a recipient's cumulative grade point average falls below 2.0 on a 4.0 scale, or the equivalent, in any semester, the recipient is not eligible to receive a tuition waiver scholarship pursuant to this section in any following semester until the recipient's cumulative grade point average is at least 2.0 on a 4.0 scale, or the equivalent. The Arizona board of regents shall establish a process to allow a recipient who forfeits a tuition waiver scholarship under this subsection to renew eligibility if the recipient later becomes eligible under this SUBsECTION.
G. For the purposes of this section, "tuition" means tuition and mandatory fees charged by the university.
Sec. 3. Appropriation; Arizona board of regents; tuition waiver scholarships for reserve officers' training corps program participants; exemption
A. The sum of $5,000,000 is appropriated from the state general fund in fiscal year 2020‑2021 to the Arizona board of regents to provide tuition waiver scholarships for reserve officers' training corps program participants as prescribed in section 15‑1809, Arizona Revised Statutes, as added by this act.
B. The appropriation made in subsection A of this section is exempt from the provisions of section 35‑190, Arizona Revised Statutes, relating to lapsing of appropriations.
