AN ACT
amending Title 16, chapter 4, article 10, Arizona Revised Statutes, by adding section 16-621.01; relating to conduct of ELECTIONS.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 16, chapter 4, article 10, Arizona Revised Statutes, is amended by adding section 16-621.01, to read:
16-621.01. Postelection review; hand count; tabulation equipment; notice; referral
A. If the number of ballots cast in any precinct exceeds the number of registered voters in the precinct as measured by the number of registered voters on the twenty-ninth day preceding the date of the election, the county recorder or other officer in charge of elections shall conduct a hand count for that precinct and shall post on the website of the county recorder or other officer in charge of elections the results of that hand count. A hand count required by this section shall be conducted as nearly as practicable as prescribed by section 16-602 and shall be limited to the federal, statewide and legislative races for that precinct. If this same precinct is randomly SELECTED for the hand count prescribed by section 16-602 for the same election, only the hand count prescribed by this section shall be conducted for that precinct.
B. Within ten days after completing the official canvass, The county recorder or other officer in charge of elections shall certify in writing to the secretary of state that the tabulating equipment was not connected to an external internet network During the period that begins twenty‑four hours before the start of early ballot tabulation through the completion of ballot tabulation.
C. If the county recorder or other officer in charge of elections determines that a person cast more than one ballot in an election in which a federal candidate appeared on the ballot, section 16-1021 applies.
