AN ACT

 

amending Title 15, chapter 2, article 2, Arizona Revised Statutes, by adding section 15-249.16; relating to the department of education.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Title 15, chapter 2, article 2, Arizona Revised Statutes, is amended by adding section 15-249.16, to read:

START_STATUTE15-249.16.  Digital citizenship and media literacy; instruction; best practices; advisory committee; annual review; definitions

A.  ON OR BEFORE January 15, 2021, THE DEPARTMENT OF EDUCATION SHALL IDENTIFY BEST PRACTICES AND make RECOMMENDATIONS FOR INSTRUCTION IN DIGITAL CITIZENSHIP and media literacy.  THE DEPARTMENT shall MAKE AVAILABLE TO SCHOOL DISTRICTS AND CHARTER SCHOOLS ON ITS WEBSITE A LIST OF RESOURCES AND INSTRUCTIONAL MATERIALS ON MEDIA LITERACY, INCLUDING PROFESSIONAL DEVELOPMENT PROGRAMS FOR TEACHERS ON MEDIA LITERACY.  THE department shall develop the BEST PRACTICES AND RECOMMENDATIONS IN CONSULTATION WITH THE ADVISORY COMMITTEE established pursuant to SUBSECTION B OF THIS SECTION.  THE BEST PRACTICES AND RECOMMENDATIONS SHALL INCLUDE INSTRUCTION THAT PROVIDES GUIDANCE ABOUT THOUGHTFUL USES OF ONLINE AND OTHER MEDIA RESOURCES AND EDUCATION ON HOW TO APPLY CRITICAL‑THINKING SKILLS WHEN CONSUMING AND PRODUCING MEDIA IN ANY FORM.

B.  THE DEPARTMENT of education SHALL establish a digital citizenship and media literacy advisory committee within the department.  THE ADVISORY COMMITTEE membership SHALL INCLUDE SCHOOL SUPERINTENDENTS, EXPERTS IN DIGITAL CITIZENSHIP, EXPERTS IN MEDIA LITERACY, SCHOOL LIBRARIANS, PARENTS, TEACHERS AND ADMINISTRATORS.  The ADVISORY COMMITTEE MAY recommend any of THE FOLLOWING:

1.  REVISIng THE ACADEMIC STANDARDS ADOPTED BY THE STATE BOARD OF EDUCATION.

2.  Establishing A STATE EDUCATIONAL TECHNOLOGY PLAN. 

3.  Implementing mODEL POLICIES AND PROCEDURES ON DIGITAL CITIZENSHIP AND MEDIA LITERACY.

4.  Implementing sTRATEGIES to SUPPORT SCHOOL DISTRICTS AND CHARTER SCHOOLS IN implementing THE BEST PRACTICES AND RECOMMENDATIONS DEVELOPED BY THE DEPARTMENT, INCLUDING STRATEGIES to DELIVER PROFESSIONAL DEVELOPMENT TO TEACHERS AND ADMINISTRATORS.

5.  Implementing any other recommendations CONCERNING media literacy and digital citizenship.

C.  BEGINNING IN THE 2021-2022 SCHOOL YEAR, SCHOOL DISTRICTS AND CHARTER SCHOOLS SHALL ANNUALLY REVIEW and amend the POLICIES AND PROCEDURES ON DIGITAL CITIZENSHIP AND MEDIA LITERACY by doing the following:

1.  CONSULTing WITH AND INVOLVing PARENTS, TEACHERS, SCHOOL LIBRARIANS, OTHER SCHOOL EMPLOYEES, ADMINISTRATORS, STUDENTS AND COMMUNITY REPRESENTATIVES WITH EXPERIENCE OR EXPERTISE IN DIGITAL CITIZENSHIP, INTERNET SAFETY AND MEDIA LITERACY ISSUES.

2.  CONSIDERing CUSTOMIZING MODEL POLICIES AND PROCEDURES ON ELECTRONIC RESOURCES AND INTERNET SAFETY. 

3.  CONSIDERing BEST PRACTICES, RESOURCES AND MODELS FOR INSTRUCTION IN DIGITAL CITIZENSHIP, INTERNET SAFETY AND MEDIA LITERACY, INCLUDING METHODS TO INVOLVE PARENTS.

D.  FOR THE PURPOSES OF THIS SECTION:

1.  "DIGITAL CITIZENSHIP" MEANS A DIVERSE SET OF SKILLS RELATED TO CURRENT TECHNOLOGY AND SOCIAL MEDIA, INCLUDING THE NORMS OF APPROPRIATE, RESPONSIBLE AND HEALTHY BEHAVIOR.

2.  "MEDIA LITERACY" MEANS THE ABILITY TO ACCESS, ANALYZE, EVALUATE, AND USE MEDIA AND includes THE FOUNDATIONAL SKILLS THAT LEAD TO DIGITAL CITIZENSHIP.  END_STATUTE

Sec. 2.  Intent

The legislature intends to ensure that young adults are prepared with media literacy skills that are necessary to safely, responsibly and critically consume and use social media and other forms of media.
