AN ACT
Amending title 36, chapter 29, article 1, Arizona Revised Statutes, by adding section 36‑2903.14; appropriating monies; relating to the Arizona health care cost containment system.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 36, chapter 29, article 1, Arizona Revised Statutes, is amended by adding section 36-2903.14, to read:
36-2903.14. Postpartum visits; contractor incentive payments
The administration shall develop a plan to increase the rate at which enrollees complete their six‑week postpartum visit by providing incentive payments to contractors that meet the following goals:
1. In year one, either eighty percent of the contractor's enrollees who gave birth attend the enrollee's six‑week postpartum visit or the contractor increases the postpartum visit rate by fifteen percentage points over the preceding year.
2. In year two, either eighty percent of the contractor's enrollees who gave birth attend the enrollee's six‑week postpartum visit or the contractor increases the postpartum visit rate by fifteen percentage points over the preceding year.
3. In year three and each succeeding year, eighty percent of the contractor's enrollees who gave birth attend the enrollee's six‑week postpartum visit.
Sec. 2. Appropriation; AHCCCS; contractor incentive payments; postpartum visits
The sums of $348,000 from the state general fund and $852,000 from medicaid expenditure authority are appropriated in fiscal year 2020‑2021 to the Arizona health care cost containment system administration for contractor incentive payments for increasing enrollee six‑week postpartum visit rates pursuant to section 36‑2903.14, Arizona Revised Statutes, as added by this act.
