The bill would require the Department of Child Safety (DCS) to provide a semiannual report on children in DCS custody that are abducted or on runaway status.
Estimated Impact
The JLBC Staff estimates that the bill's reporting requirements would generate additional workload for DCS staff. DCS estimates that it would have to hire a dedicated staff member to produce the report at a cost of $77,100. Given that the report would only be produced semiannually, the JLBC Staff believes the workload could potentially be absorbed by existing DCS staff.
The bill requires DCS to report semiannually on runaway children and abducted children. Children on "runaway status" are defined as children who have voluntarily and without consent left their out-of-home placement without the intent to return. An "abducted child" is defined as a child who has been taken, enticed or kept from the custody of the children. DCS would need to notify the President of the Senate, the Speaker of the House, and the Governor when the report is made available, and make the data in the report available on its website in a format conducive to analysis.
For both runaway children and abducted children, the report would include the number of children abducted or on runaway status during the reporting period, the length of time on runaway or missing status, prior instances of children being abducted or on runaway status, demographic information, placement types, and the number of runaway children adjudicated as delinquent or incorrigible.
The new report would generate additional workload for DCS staff. DCS estimates that it would have to hire 1 FTE Position at a cost of $77,100 to produce the report. Given that the report would only be produced twice yearly, however, the JLBC Staff believes the additional workload could potentially be absorbed by existing staff.
