Description
SB 1209 would require that the Arizona Education Learning and Accountability System be accessible to county school superintendents, the State Board of Education, and the State Board for Charter Schools.
Estimated Impact
According to the Arizona Department of Education (ADE), implementation of SB 1209 may cost $500,000 in the first year and $250,000 each year thereafter. This estimate seems reasonable.
There may also be technology costs incurred by the counties.
The State Board of Education and the Arizona State Board for Charter Schools do not anticipate that they will incur any technology costs.
Analysis
The Arizona Education Learning and Accountability System does not currently have remote access capabilities. To allow remote access for county school superintendents, ADE would need to create a portal from the Department's internal data storage system to transfer student-level data to 15 separate data marts. For data security, county school superintendents would only be able to access data for students in their county.
ADE estimates that building remote access capabilities would result in one-time development costs of $250,000. The Department also estimates that support and maintenance would result in ongoing costs of $250,000.
Therefore, implementation of SB 1209 may cost $500,000 in the first year and $250,000 each year thereafter.
