(TEXT OF BILL BEGINS ON NEXT PAGE)
Whereas, 99.4 percent of all businesses in Arizona are small businesses, according to the United States Small Business Administration's Office of Advocacy; and
Whereas, small businesses employed one million Arizonans and created 43,792 new jobs; and
Whereas, the number of small business exporters has climbed to 6,462; and
Whereas, small businesses pay 30 percent more for regulatory compliance and three times more for tax compliance than big businesses; and
Whereas, 85 percent of small businesses are organized as pass‑through entities, meaning personal, not corporate, tax rates matter more to them; and
Whereas, the National Federation of Independent Business (NFIB), now in its 76th year, is the nation's largest small-business association and, according to the Phoenix Business Journal, the largest business advocacy group in Arizona; and
Whereas, NFIB was named the top-performing association for achieving policy goals in three categories — coalition building, grassroots efforts and being an industry reputation steward — in APCO Worldwide's 2019 TradeMarks study; and
Whereas, NFIB's monthly Small Business Optimism Index has been recording record 46-year highs in small business hiring, employee compensation and plans to expand; and
Whereas, NFIB's Small Business Day draws entrepreneurs from all around Arizona for the opportunity to hear directly from, and talk directly to, the elected officials and the governmental agency executives who make and shape the laws they must live by.
Therefore
