Page 1, strike lines 1 through 25, insert:
"Whereas, every day, twenty‑one children and teens are shot in the United States; and
Whereas, every sixteen hours, a woman is shot dead by her current or former partner; and
Whereas, one hundred thirty‑six thousand Americans are shot each year; and
Whereas, Americans are twenty‑five times more likely to be killed in a gun homicide than residents of high-income peer countries; and
Whereas, the American Medical Association has formally recognized gun violence as a public health crisis; and
Whereas, eighty‑seven percent of Americans think gun violence is a public health threat; and
Whereas, ninety‑seven percent of the American public supports background checks for all gun sales, while dangerous and deadly loopholes in federal gun laws still exempt unlicensed sellers from having to perform any background check whatsoever before selling a firearm."
Strike everything after the resolving clause and insert:
"1. That the Members of the Legislature affirm their commitment to the public health and safety priorities included in this resolution, which are fully consistent with the second amendment to the United States Constitution.
2. That the Members of the Legislature reaffirm their commitment to improve and expand evidence-based school violence prevention protocols, the creation of positive and safe schools, safety program implementation through training and research and the use of threat assessment strategies.
3. That the Members of the Legislature reaffirm their commitment to support enhanced access to mental health and substance use services.
4. That the Members of the Legislature reaffirm their commitment to community safety by supporting policies that reduce access to firearms by youth and individuals who are at risk of harming themselves or others, through the creation of community-based threat assessment processes in coordination with school and workplace teams, through the institution of public health campaigns to encourage help-seeking by people in distress, through the implementation of a universal background checks system and through the support of at-risk families and the encouragement of safe storage of firearms in the home."
