Overview

Establishes the Community Treatment and Safety Fund (Fund) and appropriates $5,000,000 to the fund per fiscal year.

History

Contained in Title 36 of the Arizona Revised Statutes regarding public health and safety is Chapter 18 relating to alcohol and drug abuse. This chapter contains general provisions, information on evaluation and treatment of persons impaired by alcoholism, drug detoxification and maintenance standards, and information on sober living homes. (A.R.S. Title 36, Chapter 18)

Provisions

2.    Requires DHS to administer the Fund. (Sec. 1)

3.    Allows DHS to use up to 10% of the monies deposited in the Fund for administrative costs. (Sec. 1)

4.    Appropriates $5,000,000 from the state General Fund in each fiscal year to the Fund. (Sec. 1)

5.    Requires DHS to analyze each county with a population of less than one million to identify gaps in availability of behavioral health treatment services. (Sec. 1)

6.    Requires DHS to award grants based on county analysis to expand treatment programs provided by nonprofit behavioral health treatment providers in counties with a population under one million for persons who are:

a)    In court-ordered substance abuse treatment programs;

b)    In state department of corrections community supervision programs; or

c)    On probation. (Sec. 1)

7.    Includes as eligible for grant awards the following behavioral health treatment services:

a)    Cognitive behavioral therapy;

b)    Family therapy;

c)    Couples therapy;

d)    Group counseling;

e)    Individual counseling;

f)     Psychosocial interventions;

g)    Post-traumatic stress disorder treatment; and

h)    Substance abuse and chemical dependency treatment. (Sec. 1)
