HB 2699: driver license fees; homeless exemption

Overview
Provides a driver license and nonoperating license fee waiver to all persons who do not have a residence address or whose residence address is a shelter that provides service to the homeless.
History
Pursuant to A.R.S. § 28-332, the Arizona Department of Transportation (ADOT) is authorized to register motor vehicles and aircraft, license drivers, collect revenues, enforce motor vehicle and aviation statutes and perform related functions. Fees for different types of driver licenses are prescribed in statute. For each original, renewal or reinstatement application for operator licenses the fee is broken down into age categories as follows:
1) 39 years or younger: $25;
2) 40 to 44 years: $20;
3) 45 to 49 years: $15; and
4) 50 years or older: $10
The fees for driver licenses do not apply to a veteran who does not have a residence address or whose residence address is a homeless shelter. The Director of ADOT is required to deposit fees collected from driver licenses in the Arizona Highway User Revenue Fund (HURF) (A.R.S. § 28-3002).
The fee for nonoperating identification licenses established by ADOT rule is $12 (17 A.A.C. 4, R17-4- 403). The established fee does not apply to: 1) a person who is 65 years of age or older; 2) a person who is a recipient of public monies as an individual with disabilities under the social security act; and 3) a veteran who does not have a residence address or whose residence address is a homeless shelter (A.R.S. § 28-3165).
