HB 2702: trespassing; civil unmanned aircraft

Overview
Defines the term civil unmanned aircraft and adds civil unmanned aircraft to the definition of entry when concerning a critical public service facility.
History
A critical public service facility is defined as a structure or fenced yard or any equipment or apparatus that is posted with signage indicating it is a felony to trespass or signage indicating high voltage or high pressure and is used to manufacture, extract, transport, distribute or store gas, including natural gas or liquefied petroleum gas, oil, electricity, water or hazardous materials, unless it is a retail-only facility. (A.R.S. § 13-501)
An act of a person who enters or remains on the premises when the person's intent for entering or remaining is not licensed, authorized or otherwise privileged except when the entry is to commit theft of merchandise displayed for sale during normal business hours, when the premises are open to the public constitutes unauthorized entry. (A.R.S. § 13-501)
Entry means the intrusion of any part of any instrument or any part of a person's body inside the external boundaries of a structure or unit of real property. (A.R.S. § 13-501)
Unmanned aircraft means an aircraft commonly known as a drone, that is operated without the possibility of direct human intervention from within or on the aircraft. Unmanned aircraft system means an unmanned aircraft and associated elements, including any communication links and components that control the unmanned aircraft. (A.R.S. § 13-3729)
