HB 2704: special services fund; treatment programs

Overview
Appropriates monies from the Special Services Fund to the Arizona Department of Corrections (ADC) each FY for professional treatment programs and eligible services.
History
The Special Services Fund is established and administered by ADC. Under current law, the ADC director is required to transfer $500,000 from the Special Services Fund annually to the ADC building renewal fund. The remainder of the Special Services Fund is for the benefit, education and welfare of committed offenders and used to pay the costs of implementing, operating and maintaining technologies and programs for inmate use (A.R.S. § 41-1604.03).
Provisions
1. Appropriates, of the remaining monies in the fund each FY, $3,000,000 from the Special Services Fund (fund) each FY to ADC for professional treatment programs and eligible services that are provided by licensed or certified professionals other than correctional officers. (Sec. 1)
2. Specifies types of licensed and certified professionals that can provide professional treatment or eligible services. (Sec. 1)
3. Outlines the following as the eligible services that may be provided:
a) Cognitive behavioral therapy;
b) Group counseling;
c) Individual counseling;
d) Psychological interventions;
e) Post-traumatic Stress Disorder treatment;
f) Substance abuse and chemical dependency treatment; and
g) Telemedicine. (Sec. 1)
4. Requires a copy of the report created by ADC to be transmitted to the Secretary of State each year by August 1. (Sec. 1)
