Overview
Continues the Arizona Department of Health Services (DHS) for eight years and appropriates $55,000,000 from the Budget Stabilization Fund to the Public Health Emergencies Fund in FY 2020.
History
The mission of DHS is to promote, protect, and improve the health and wellness of individuals and communities in Arizona. DHS operates programs in the following areas: 1) disease prevention and control; 2) health promotion; 3) community public health; 4) environmental health; 5) maternal and child health; 6) emergency preparedness; and 7) regulation of childcare centers, assisted living centers, nursing homes, hospitals, other health care providers, and emergency services. DHS terminates on July 1, 2020. (A.R.S. § 41-3020.19)
On March 11, 2020, Governor Douglas Ducey issued Declaration of Emergency, Executive Order to Combat Continued Spread of COVID-19.
Provisions
1. Continues DHS for eight years, until July 1, 2028. (Sec 2)
2. Repeals DHS on January 1, 2029. (Sec. 2)
3. Appropriates $5,000,000 from the Budget Stabilization Fund in FY 2020 to the Public Health Emergencies Fund. (Sec. 3)
4. Appropriates not more than $50,000,000 from the Budget Stabilization Fund in FY 2020 to the Public Health Emergencies Fund. These monies must be used to pay the expenses of public health emergencies responses of this state. Before spending the monies, the Director of the DHS must notify the Joint Legislative Budget Committee of the intended use of the monies. (Sec. 3)
5. Specifies that any of the $50,000,000 appropriation that is unexpended and unencumbered on June 30, 2021 reverts to the Budget Stabilization Fund. (Sec. 3)
6. Contains a purpose statement related to the continuation of DHS. (Sec. 4)
7. Contains an intent clause related to the appropriations. (Sec. 5)
8. Contains an emergency measure. (Sec. 6)
