Overview
Continues the Joint Legislative Budget Committee (JLBC) for 10 years.
History
The JLBC was established in 1966 to provide state budget, revenue and expenditure recommendations. JLBC has the following functions: implementing a system to produce fiscal notes on introduced legislation or rules that have a fiscal impact, analyzing the state tax structure and implementing a system of fiscal analysis that applies to any legislation changing tax laws. JLBC consists of 16 members including the majority leaders of the Senate and House of Representatives, the Chairmen of the Senate and House of Representatives Appropriations committees, the Chairman of the Senate Finance committee and the Chairman of the House Ways and Means committee, five members of the Senate and five members of the House of Representatives who are members of their respective Appropriations committees. The President of the Senate and the Speaker of the House of Representatives shall each appoint the five members from their Appropriations committee to JLBC. (A.R.S. § 41-1271)
JLBC appoints a budget analyst, who will serve as a full-time staff director, as well as other clerical and technical employees that may be required. The budget analyst determines and reports an estimate of appropriations, not to exceed the estimated total personal income of the upcoming fiscal year (Arizona Constitution, Article 9, Section 17), by February 15. In addition, the budget analyst reports to JLBC a listing of statutorily deleted and newly created funds and funds that changed appropriated status from the prior fiscal year. (A.R.S. § 41-1273)
The Senate and House of Representatives Appropriations Committee of Reference held a public meeting on the sunset of JLBC on December 19, 2019 and recommended that JLBC be continued for 10 more years. (Committee of Reference Agenda)
