Overview
Allows an applicant for an intern license or cremationist license to complete an apprenticeship that is approved by the U.S. Department of Labor (DOL) or the Department of Economic Security (DES) for qualification for licensure.
History
The State Board of Funeral Directors and Embalmers (Board) regulates and licenses funeral directors, embalmers, cremationists and interns in Arizona. The Board maintains licensee and registrant records, investigates alleged violations and adopts rules for standards of practice, professional conduct, competence and consumer disclosure (A.R.S. § 32-1307).
An applicant for licensure as an intern (Applicant) must hold a high school diploma or its equivalent and be a graduate of an accredited or provisionally accredited school of mortuary science (A.R.S. § 32-1322).
A funeral establishment may employ an intern trainee (Trainee) for a period of not more than a total of one year. The Trainee must be enrolled, or intend to enroll, in a college of mortuary science as a student. A Trainee must be in good moral character (A.S.R. § 32-1324).
An applicant for a cremationist license must be of good moral character, submit a completed fingerprint card and meet the educational requirements as prescribed by the board in rule (A.R.S. § 32-1394.01).
Provisions
1. Defines Mentor as either:
a) A funeral director or embalmer who is approved by the board to train a person in a department of economic security-approved apprenticeship program in funeral directing and embalming in a funeral establishment licensed by the board; or
b) A cremationist who is approved by the board to train a person in a DES-approved apprenticeship program in cremation in a crematory licensed by the board. (Sec. 1)
2. Requires the Board to approve a funeral director, embalmer or cremationist as a mentor based on the funeral director's, embalmer's or cremationist's record of compliance with this chapter. (Sec. 1)
3. Restricts the Board from conditioning the mentor approval on the payment of an additional fee or completion of an additional requirement. (Sec. 2)
4. Allows an Applicant to complete an apprenticeship program in funeral directing and embalming that has been approved by DOL or DES. (Sec. 3)
5. Permits a funeral establishment to employ a Trainee who has completed, or intends to complete, an apprenticeship program in funeral directing and embalming approved by DOL or DES. (Sec. 4)
6. Allows an applicant for a cremationist license to complete an apprenticeship program approved by the DOL or the DES. (Sec. 5)
7. Makes technical and conforming changes. (Sec. 1)
