Committee on Commerce
Overview
Provides an alternate manner of posting a licensee's Registrar of Contractors (Registrar) license number on all broadcast, internet or billboard advertising.
History
The Registrar was established to license and regulate residential and commercial contractors. The Registrar is appointed by, and serves at the pleasure of, the Governor. In order to obtain a license, an applicant must have a certain level of experience, pass a written examination, post a bond and pay a license fee. The applicant may be required to submit fingerprints for a criminal records check. The Registrar is required to maintain a complete indexed record of licensed contractors in the state as well as applications and licenses issued, renewed, terminated, cancelled, revoked or suspended. The Registrar also investigates complaints against contractors and is authorized to suspend or revoke a license, conduct hearings, issue citations and assess civil penalties (A.R.S., Title 32, Chapter 10).
Statute requires the license number appearing on any licenses held by the licensee to be preceded by the acronym "ROC" and be posted:
1) In a conspicuous place on premises where any work is being performed;
2) On all written bids submitted by the licensee; and
3) On all broadcast, published, internet or billboard advertising, letterheads and other documents used by the licensee to correspond with the licensee's customers or potential customers in the conduct of business (A.R.S. § 32-1124).
Provisions
1. Allows a broadcast, internet or billboard advertising to include a website's uniform resource locator (URL) that directly links to a website that prominently displays the licensee's name and license number to satisfy posting requirements. (Sec. 1)
2. Requires the licensee to post or place their ROC license number on all estimates submitted by the licensee. (Sec. 1)
3. Makes technical changes. (Sec. 1)
