SB 1219: government information technology projects; responsibility

Overview
Requires the Arizona Department of Administration (ADOA) to contract with a third party to review and guide information technology (IT) projects which costs exceed $5,000,000.
History
Serving as the statewide coordinator for IT resources, ADOA must develop, implement and maintain a coordinated statewide IT plan. As part of the plan, ADOA must evaluate specific IT projects relating to the approved budget unit and statewide IT plans. ADOA must approve or reject projects with total costs between $25,000 and $1,000,000 and may establish conditional approval criteria. For IT projects that exceed $1,000,000 in costs, ADOA must evaluate the project and make recommendations to the IT Authorization Committee (Committee). For IT projects that exceed $5,000,000 in costs, ADOA must direct a budget unit to contract with an independent third party to review and guide the technology approach, scope, estimated cost, timeline for completion and overall feasibility of the project before making recommendations to Committee.
Budget Units are required to submit a report from the third party to the Committee and JLBC regarding the progress of each ongoing project by the 13th day following the last day of each calendar quarter (A.R.S § 18-104).
The 15-member Committee is responsible for reviewing established statewide information technology standards and the statewide IT plan. Further, the Committee approves or disapproves all proposed IT projects that exceed a total cost of $1,000,000 (A.R.S. § 18-121).
A budget unit means a department, commission, board, institution or other agency of the state receiving, expending or disbursing state funds or incurring obligations of the state including the Arizona board of regents but excluding the universities under the jurisdiction of the Arizona board of regents, the community college districts and the legislative or judicial branches (A.R.S. § 18-101).
