Summary of the Strike-Everything Amendment to SB 1403
Overview
Modifies when apportionments of state aid are made to school districts and charter schools and defines resource program.
History
Currently, the State Board of Education is required to apportion state aid to the counties for disbursement to school districts and to the State Treasurer for disbursement to charter schools in each county (A.R.S. 15-973, 15-185). State aid is required to be apportioned as follows:
1) 1/12 of the total amount by the close of business on the 1st day of business of August through June; and
2) 1/12 of the total amount by the close of business on the last day business of June.
Currently, resource program is referenced in multiple Group B funding categories, such as resource programs for pupils with multiple disabilities, autism, severe intellectual disability and orthopedic impairments. These Group B weights carry varied support level weights (A.R.S. §§ 15-901, 15-943).
Provisions
1. Modifies when apportionments of state aid are made to school districts and charter schools as follows:
a) Removes the requirement that 1/12 of the total amount to be apportioned during the fiscal year to be apportioned by the close of business on the last day of June;
b) Requires 1/12 of the total amount to be apportioned during the fiscal year to be apportioned by the close of business on the 15th day of business of July; and
c) Requires 1/12 of the total amount to be apportioned during the fiscal year to be apportioned by the close of business on the 15th day of business, rather than the 1st day of business, of August through June. (Sec. 2)
2. Authorizes the Arizona Department of Education to require local education agencies to submit the student level data necessary to determine the apportionment of state aid by July 1st and by the first day of each month thereafter. (Sec. 2)
