Purpose
An emergency measure that appropriates $25,000,000 from the state General Fund (state GF) in FY 2021 to the Arizona Department of Veterans' Services (ADVS) to construct a veterans' home facility in Mohave County.
Background
ADVS may acquire property for and construct and operate veterans' home facilities in Arizona (A.R.S. § 41-603). Laws 2014, Chapter 15 appropriated $9,200,000 to ADVS for the construction and establishment of a veterans' home facility in Yuma. Laws 2016, Chapter 126 appropriated $10,000,000 to ADVS for the construction and establishment of a veterans' home facility in Flagstaff. The U.S. Department of Veterans Affairs awarded grants to ADVS to complete the Yuma and Flagstaff veterans' home facilities.
S.B. 1112 appropriates $25,000,000 from the state GF in FY 2021.
Provisions
1. Appropriates $25,000,000 from the state GF in FY 2021 to ADVS to construct and establish a veterans' home facility in Mohave County.
2. States the appropriation made in this legislation is intended to be the state's share of the costs for the veterans' home facility.
3. Prohibits ADVS from spending the monies unless the U.S. government commits to funding at least 65 percent of the total cost.
4. Exempts appropriations from statutory requirements relating to lapsing until July 1, 2025, when the monies revert to the state GF.
5. Becomes effective on signature of the Governor, if the emergency clause is enacted.
